Playbook for Mission Resilience

A guide for Title X-funded entities to explore organizational changes, strengthen resilience, and chart bold, future-focused strategies for the family planning ecosystem.

Title X-funded entities are experiencing sustained, disruptive change and operating risks — from funding freezes to threats to organizational security, financial viability, and workforce stability. Many of these risks carry existential implications due to the federal government's targeting of family planning providers.

One of the biggest risks when confronting sustained, ongoing change is getting stuck in short-term thinking and maintaining a scarcity mindset that limits imagining how family planning and sexual health services could be delivered differently in the future. If instead organizations can think expansively about pursuing opportunities, they can create significant changes and greater resilience in the contraception and sexual health ecosystem.

In the fall of 2025, NFPRHA convened a small cohort of its Title X grantee members to work with Tangelo Tree Consulting — a group that helps nonprofits explore new models, analyze potential for greater impact, make big strategic decisions, and plan for change. Together, they considered a range of proactive and responsive strategies to the threats facing their agencies.
